This MR introduces new binary package for cotp. cotp is an Trustworthy, encrypted, command-line TOTP/HOTP authenticator app with import functionality. See RFP here : https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1066826

Updated rusty_paserk patches (it was a rdep of rust-argon2, upon refreshing patches, it built successfully)
Updated rust-argon2 to new upstream version 2.1.0 (All rdeps are building successfully)
Introduced new package cotp
