Draft: Transition protobuf 2->3

This is a backup transition for Bug#1103833 in the implausible case we want to go down this route.

  • rust-protoc-rust (no rdeps, should be removed)
  • rust-ttrpc
  • scaphandre (Jonas, patch ready)
