Switch dh compat to 13

Matthias Geiger requested to merge werdahias/debcargo:master into master

still have to check if we have take additional action for the dh compat 12 -> 13 change. According to debhelper-compat-upgrade-checklist(7) there isn't anything affecting our tooling (I think). This closes #57 (closed) .
