Here is a series of basic updates to the debian packaging, as well as a fix for https://bugs.debian.org/1023413 (in df414b12). It includes me offering to be an uploader for the package in case that's useful.

If that's not desired, i don't mind the maintainers cherry-picking whatever changes they think seem useful off this branch and closing this merge request.
