bump env_logger dependency to v0.11

See debcargo-conf!783 (merged). Please note that I only tested that the patch I changed applies correctly, since current HEAD doesn't build because other patches do not apply (and the last Debian release does not build because of missing dependencies). Still, the latest version of mdbook uses env_logger v0.11, so there should be no issues.
