update to 1.41.0

not yet done:

• cargo update (we are still on 0.40 with cargo!3 (closed) open for updating to 0.41
• extensive testing (smoke tests pass so far)

feel free to just cherry-pick the first four and last five commits if you want to regenerate the tar ball/pristine-tar information yourself.
