Add SALSA_CI_DISABLE_BUILD_IMAGES to make it possible to disable the image building job

Santiago R.R. requested to merge santiago/pipeline:hacking-tips into master

This is useful in staging branches for developing purposes. If you don't clean the images and you don't need to recreate them, avoiding to build the images saves some time.
