logrotate: only try to reload the services if they are running

Andreas Hasenack requested to merge ahasenack/samba:logrotate-with-services-stopped-902149 into master

Simple fix for https://bugs.debian.org/902149 that only tries to reload the services if their pid files are there. It's not a super strong check (one could try smbcontrol ping), but it's a pattern I have seen in other logrotate files.
