Enable INSTALL_TO_SITEPACKAGES

Adrian Insaurralde Avalos requested to merge adrianinsaval/freecad:ppa/stable into master

the package has been updated to 0.21.2 but the name has not be changed to be -0.21

INSTALL_TO_SITEPACKAGES has been made default on dev version of freecad but it's benefitial for current stable version of freecad too IMO, it allows to directly import freecad in python without messing around with paths
