Release 1.2.0-4 - added license info

The previous 1.2.0-4 version was rejected to enter the unstable queue because some license information was missing. I added the license information for the documentation and icons. I also changed the compat level / procedure. I also moved the tag debian/1.2.0-4.

Thanks to Thorsten Alteholz for the hint with the licenses.
