Add a tool to ease processing of new uploads which fix CVEs

Include an update for merge-cve-files to handle NOTE: annotations. (RESERVED is not yet handled).

Also include update-vuln for bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1001453 (REJECTED support is not yet handled.)
