selinux-basics overhaul

• some general packaging updates
• selinux-activate
  • add man page
  • inform user if no grub configuration was found
• selinux-config-enforcing
  • check if configuration file exists

I am not sure the postfix scripts are still working and needed. (I am running a postfix instance with a chroot - works fine).
