web/deploy: remove as no longer used

I do not know if that is legit and only what is needed to make this deploy useful again, or either it is needed at all. I just know that there is now no snapshot.wsgi and web/app/docs/deploy.md seems to point how to configure apache to just point to new wsgi python script
