Replace wrap-and-sort autopkgtest with a CI job

Ben Hutchings requested to merge benh/pam-wrapper:wrap-and-sort-ci into master

The wrap-and-sort test may break whenever wrap-and-sort changes behaviour (as it has in devscripts 2.24.1). This is not a real regression and should not block package migration. In general, linters should not be included in autopkgtest.

Replace this test with a CI job.
