sd-boot split

Michael Biebl requested to merge (removed):sd-boot-split into debian/experimental

Split out systemd-boot into its own package. This trims down the main systemd package a bit.

It also should make it simpler that at some point installing the package will automatically setup systemd-boot as the main boot loader.

Not quite sure if kernel-install should be moved as well or if it's useful without a systemd-boot context.

Since the systemd main package only suggests the new systemd-boot package, it won't be installed automatically on upgrades. Thus we should probably add a corresponding systemd.NEWS entry.

As I'm not actively using systemd-boot, I'd welcome feedback on whether this split makes sense or not.
