autopkgtest: create directory to make accounts-daemon.service not fail

Yu Watanabe requested to merge yuwata/systemd:accounts-daemon-workaround into debian/experimental

The service requires /usr/share/accountsservice/interfaces, but the directory is not packaged (at least in 22.08.8-6). This adds a workaround for the failure.
