Split ukify into a separate package named systemd-ukify

Michael Biebl requested to merge biebl/systemd:ukify-split into debian/master

The main motivation for splitting the tool (and its kernel-install integration) into a separate package is the dependency on python3 and python3-pefile, which are not suitable dependencies for the main systemd package.
