73-usb-net-by-mac.rules: check if interface already exists with mac name

Unfortunately, some Dell systems force USB nic(s) to use the same mac as the onbaord nic, which causes problems with this rule. This patch checks if the just-assigned NAME matches an interface already in the system, and if so unset NAME.
