Include information whether a system was rebooted after upgrades in bug reports

Record previous systemd versions on upgrades and store this information in /run/systemd/upgrade.log. Update the systemd bug-script to attach this file if existing. While systemd re-execs itself on upgrades and transfers its state, this is generally not tested. Especially after major upgrades it is thus recommended to reboot the system.
