Packaging updates

Jeremy Sowden requested to merge azazel/tcltls:packaging-updates into master

While working on https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1055759, I noticed some updates that could be made to the packaging. These are they. Hopefully you will find them useful. This MR does not include a fix for #1055759, 'cause there's still some discussion going on upstream about that.
