Various packaging improvements

  • simplify printing unwanted bits
  • do not append CFLAGS to CXXFLAGS
  • limit documentation build only when needed (i.e. not during arch-only builds)
  • use execute_after_dh_clean
  • mark test-only B-Ds as !nocheck
