nova: pass --config-drive option when creating testbed

Ural Tunaboyu requested to merge uralt/autopkgtest:cloud-init-config-drive into ubuntu/production-tip

Due to recent cloud-init changes, datasources now have to be explicitly declared when booting non-amd64 images. The easiest way to do this without modifying all testbed images is to pass the --config-drive 1 option when booting.
