upgrade to upstream v0.6.2

Hi,

This is a tentative to upgrade Debian's sparse to upstream v0.6.2. Sorry, if I missed something but I'm not familiar with the tools and the procedures.

The upgrade is quite desirable because this version of sparse is now needed for the kernel. There should be few surprises because this release has few architecture specific changes.
