Use dh_installman to install manpages

because it respects nodoc which is helpful for bootstrapping.

Based on Ubuntu's experience, a few steps ahead of Debian, pipewire will probably need a few more changes to help with bootstrapping affected 32-bit architectures, but this is a good start.
