Add Solarized color scheme, iteration 2

At !1 (closed) I requested to add solarized colorscheme, but as explained at the bug thread, a rework of the package was pending to leverage dh-vim-addon instead of the previous approach.

That is now in place, so I re-worked the addition using the new method. Hence, I will also close !1 (closed)

I will add extra information on the BTS after creating this merge request.
