Fix error in uscan

The goal is to make uscan working. This change is minor with some additions and some are changed like for Github Releases page moved to tags to track easier than releases.

For maintainers, please check my change if there something it wrong. If that so, then you can fix debian/watch by yourself and close this MR. Thank you.
