d/libpam-modules.preinst: Remove outdated screensaver-related code and debconf variables (Closes: #1073129)

As pointed out by @zeha in !12 (closed), version 1.4.0-5 is older than what is currently in old-stable (Debian 11 bullseye, 1.4.0-9+deb11u1), so this code is never going to run in future installations of libpam-modules.

This MR also removes two now outdated debconf variables, hence the noise in po/.

PS: The pipeline failures are unrelated to this MR.
