Bug #900552 Add privacy policy to the Debian website. This adds /english/legal/privacy page, updates the /english/legal/index to include link to it, and also adds link entries in footer of homepage and the rest of the pages, to "Legal Info" and "Data Privacy". Reviews welcome.
