Temporarily revert removing old news pages

This reverts commits e92471ba and be8c189a, temporarily restoring old news pages until we can move them to another, permanent home, and set up redirects, preserving the functioning of their URIs.

It follows a discussion that started at https://lists.debian.org/debian-project/2025/07/msg00007.html and https://lists.debian.org/debian-www/2025/07/msg00030.html (cross posted to both; not all replies to both)

I have not adjusted the reversions to special-case two news pages which are now handled separately by redirects. The redirects are not managed in this repository (I don't think).
