Remove repeating and unnecessary style tags from vote/ html and replaced with a single css class

Leighton requested to merge leightski/webwml:remove-embedded-style-tags-from-html into master

Replaced multiple instances of 'style="text-align: center; padding 1em;"' with 'table.vote.matrix' class in debian.css.

Removed embedded css from vote/howto_proposal,

    list style already supported in debian.css by default
