It was a _dependency_ on libxext-dev that was added to libdockapp-dev,
not a _build-dependency_.

dockapp.pc includes libxext in `Requires.private`.  This means that
`pkg-config --cflags dockapp` will fail with an error if libxext-dev is
not installed:

  $ pkg-config --cflags dockapp
  Package xext was not found in the pkg-config search path.
  Perhaps you should add the directory containing `xext.pc'
  to the PKG_CONFIG_PATH environment variable
  Package 'xext', required by 'dockapp', not found
