Add minimal autopkgtest

This checks that we can link proplerly againg EGL, GLES2 and libgbm.

While checking if a driver works requires hardware we can still check if all the headers are in place to link an example program. That proofed useful for me in other packages like libvirt to focus on changes that are harder to test automatically.
