Both libfontconfig1-dev and libfreetype6-dev have been transitional packages since bullseye, so replace them with their targets.

I noticed the following issue (which I think prevents migration for src:freetype):

$ aptitude why libfreetype6-dev 
i   libgtk2.0-dev   Depends libpango1.0-dev (>= 1.20)
i A libpango1.0-dev Depends libxft-dev (>= 2.1.14-2) 
i A libxft-dev      Depends libfreetype6-dev

So an upload with these changes would be welcome.
