ikiwiki: disable discussion pages.

rsquared requested to merge rsquared/freedombox:master into master

This addresses #2102.

For a blog, discussion links were enable because the opendiscussion plugin was configured (even though the configuration specifies discussion => 0). For a wiki, added discussion => 0.

The user can still enable discussion pages via the ikiwiki setup page.
