The name of the binary package is postgresql-17-pllua. Also add a break
against the bookworm postgresql-15-pllua binary package.

debian/testsuite-xfail-debian.mk: mark math/test-float-log10 and math/test-float32-log10 as XFAIL on powerpc as requested by the porters.
