with Debian dir 71f475c1b5b29b35f8b548bd37055b6fc262e23f

The ppc64el binaries has now been removed from the archive
pending someone with interest in seeing this fixed on that
arch where we ran into test failures.
Supposedly this was intermittent test failures if I was not mistaken
(which I might have been), but explicitly fail test on ppc64el
just in case so we don't get broken binaries back in the archive
which again will block everyone elses testing migration.

Used by protos_test.go

Needed for ristretto/z as used in new upstream badger.

Needed by new upstream release.

Apparently 20.07.0(-rcX) releases was a mistake and
v2.2007.x is newer. Insert a regexp that mangles the
20.07.0.* releases to sort as 2.20.07...
This means they are considered older than 2.2007.x.
