ISO 3166-1 Updates
This MR is related to #44 and #33 and stems to resolve them by defaulting to whatever is found on ISO's Website. It uses the following mapping for names.

I've ensured that a common_name is always present. I first used any common_name that was already in iso-codes. I then took any name for records in iso-codes and added it as the common_name. I then spot checked all values to ensure they made sense. I've updated the ISO 3166-1 schema and also confirmed it passes the bin/validate_json_data.py test
