test-patches: Add non-maintainer mode

Kevin Fleming requested to merge kpfleming/linux:improve-test-patches-script into debian/latest

Add a mode to the test-patches script for use by 'regular' Debian users (who are not package maintainers) which ensures that both DEBEMAIL and DEBFULLNAME are set so that 'dch' will not fail.

The kernel-handbook will be updated to encourage users who are testing kernel patches to use this mode (in kernel-handbook!9).
