copying comment from fill.copyright.blanks.yml to debian/copyright was
an imperfect idea: some comments make sense in
fill.copyright.blanks.yml but not in debian/copyright.

So I've added a new "forwarded-comment" parameter in
fill.copyright.blanks.yml. The content of this field is copied
verbatim in debian/copyright.

The content of comment field is ignored.
