Add RFS to html2text and document RFS use at update.sh output

As suggested at !141 (comment 204080) I am adding an RFS file to indicate the need for a sponsor to upload.

I have also taken the chance to add some lines at update.sh to point to TODO.rst so I do not forget about it the next time.
