spytrap-adb: Add Build-Depends: adb

@werdahias adb is not built on all architectures

Because adb is uninstallable on s390x, britney isn't letting rust-spytrap-adb migrate to Testing.

One way to fix this is to stop building the rust package on s390x. It might be necessary to later file an arch-specific RM request for rust-spytrap-adb [s390x].
