Draft: Allow disabling amd64 package build jobs

By default amd64 binary packages are built as part of the salsa-ci pipeline. Allow disabling the amd64 package build by providing a variable at build time to disable the build job.

This is a rebase of !675 / !561 (closed)

Currently this is blocked as there are no arm64 runners on salsa: salsa/support#468 :/
